Taken with the company’s other robotics investments, Google’s corporate posture has become even more ambitious. Google doesn’t just want to organize all the world’s information. Google wants to organize all the world.

If there is one thing Google likes, it is changing the world. The company’s framework for societal transformation has been conditioned by the relentless decrease in cost and increase in performance of computers. They believe order-of-magnitude changes can happen quickly because they’ve seen and participated in both the rise of the commercial web and the astonishing growth of mobile computing.

To these technical changes, they attach the concept of progress, especially if Google, with its deeply held sense that it won’t or can’t be evil, is involved. As the company has matured, people like Teller seem willing to admit that perhaps all things aren’t getting better all the time. But they argue the new “goods” outweigh the new “bads,” especially if an honest accounting is made of the current alternatives.

“Google X has this experience all of the time in all of these different projects,” Teller said. People count all the problems created by our current way of life as zero because that’s what we’re used to as the societal default, he contended. Conversely, people immediately see the negatives of any new thing. “We are not deaf to those issues and we’re really eager to talk to society about how to mitigate those,” Teller said. “But part of our conversation with society is about us listening, but also trying to remind the people that we talk to that the place we’re starting from is not zero. In this case, for delivery, cars, airplanes create a very large carbon footprint and have a lot of safety issues.”

Google and DARPA have a lot in common — they both try to anticipate the future and make big bets on emerging technologies. Google even has a history of snapping up DARPA-funded technology — the self-driving car came from a DARPA-sponsored competition — and poaching its employees.

That doesn’t mean the two innovation houses want to work together, however. Google isn’t interested in taking money from DARPA because its ambitions are in the more lucrative consumer market, and any association with DARPA leads to headlines like, “What the heck will Google do with these scary military robots?” DARPA doesn’t want to give Google money because it wants to use its $2.7 billion budget to fund startups with scarce resources, not Goliath tech companies, and its investments are supposed to seed technology that can one day be purchased by the Pentagon for national defense, which Google is unlikely to play along with.

If you think of Google’s Mountain View campus as a city state, and all its satellite campuses as colonies, then it was kind of inevitable that the company would raise an army. Already, it has a culture within its walls that is as strong as any city-state’s. Googlers across the globe share common values, types of work and meals. They exist within a social hierarchy as clear-cut as any caste system in ancient Greece (though Google doesn’t have slaves, which is nice). And they’ve even taken on a state-like role in defending U.S. assets against Chinese hackers. But recently, Google’s cultural goals have gotten a little more pronounced. They’re not just out to make great web services like search, maps, and gmail. They’re making driverless cars and funding Ray Kurzweil’s efforts to eliminate human death. It’s almost like the company is trying to build its own religion, based on vaguely environmentalist and Singulatarian ideas. They’re acting less like a company, whose goals are entirely economic, and more like a city-state, whose goals include ineffable things like quality of life. Google’s robot army reminds me of novels like Neal Stephenson’s Diamond Age or Marge Piercy’s He, She and It, where companies form city-states that occasionally go to war with each other. In He, She, and It, the company/city makes its living from selling software, but has to build cyborg soldiers to defend its walls against hostile takeovers. And in Diamond Age, corporations create islands devoted to pursuits like recreating the Victorian age. The companies in these novels are no longer just economic entities. They are cultures, conducting social experiments and propagating belief systems that won’t lead directly to profit. These days, Google reaches into almost every corner of our lives in the West — it shapes the way we see the digital world. Those of us whose culture comes from the internet are already living in a Googlized world, just as people beyond Greece lived in a Hellenized world back in the 300s BCE. It makes sense that this city-state corporation known as Google now has the ability to wage war in the real world as well as cyberspace. Though Google’s leadership may believe its acquisition of Boston Dynamics will help usher in a future of AI robots, it may actually be ushering in a future that looks more like history than The Matrix. We may be witnessing the return of the city-state, led by corporations rather than governments. Inside Google’s walls, this transformation might be Utopia. Outside — well, we don’t have to worry about outside. We’ll have the robots to protect us against that.

Wouldn’t it be nice if one day, told that Google’s mission is to “organize the world’s information and make it universally accessible and useful,” we would finally read between the lines and discover its true meaning: “to monetize all of the world’s information and make it universally inaccessible and profitable”? With this act of subversive interpretation, we might eventually hit upon the greatest emancipatory insight of all: Letting Google organize all of the world’s information makes as much sense as letting Halliburton organize all of the world’s oil.

Google is fast developing a reputation as a rogue company that pursues its own agenda at the expense of the rule of law. At the time of writing the Dutch data protection authority has published a ruling that outlaws Google Analytics – a decision that mirrors bans by Germany and Norway. Google has simply refused to offer a lawful contract.

Earlier this year Sweden banned public sector use of Google’s cloud services over privacy concerns, while France and Spain have ruled that the company is operating unlawfully in those countries.
It is now becoming a momentous task to document all the findings against Google by trade and privacy authorities, but the true threat posed by the company goes much further than mere transgressions of law. Google is now claiming immunity from the law itself.
